17 is the max i would ever run. If they are the original turbos, they will almost always have crud on them. The important thing is the shaft play, unless there is really oil everywhere, and you can verify its coming from the shaft seal, which is tough to go since it gets burned away on the turbine side, however if its on the compressor side, youll have lots of oil on your intake track. Regardless, even if the turbos are in good shape, now would be a prime time to upgrade (obviously). You seem a bit power hungry, and Sport500's seem good for you, or even the Z1 600 gt28r kit and maybe a set of manifolds if you can swing them. Bigger injectors are a must obviously.
